The header is still the same -- what is changing is the meaning of the bits.

This update is made in a backwards compatible way: the existing PIM
messages could already make use of the Flag Bits (previously known as
Reserved).  We're now making it explicit that it is so and avoiding
the need to formally Update rfc7761 each time one of those bits is
used.

The text talks about a a "new common header".  Using "updated common
header" might be better.
