Based on the comments thus far, I respectfully request that you remove
"SIP Con" #1:

Add "SIP Pro" #5:

 5) SIP has a 64 bit assignment plan which is demonstrated to provide
 for future growth well into the next millenium, while reducing today's
 routing table size by 2 to 4 orders of magnitude.  The plan is based on
 multiple well known population projections, and well understood routing
 algorithms, rather than theoretical extingencies.  The plan provides
 for at least 1/4 million numbers per person (in 2025), and 6 or more
 layers of heirarchy.  Only 3/8 of the space is reserved, leaving the
 remainder available for long term future expansion.
