Good points.  For the situation of two or more co-directors in
an area, I presume it is up to the IESG to tell us which slots
are open:

	e.g., the two network management co-chairs are up
	or:   one of the two network management co-chairs is up

The IESG can reorganize itself, and I'd propose that the
new slot created can be simply appointed by the chair of the
IETF with the proviso that the person must be reselected/confirmed
at the next yearly election.

Subject to adviCe and consent (:) of the curent sitting IAB ... the
new members don't take office until the close of the next IETF.
