	I agree with John.

	The draft charter cites two kinds of work for the proposed working
group:

1.  	Getting other groups to do writing
2.	Writing some docuents that MIGHT become necessary

	I believe that the former documents do need writing and the latter
probably will become necessary, but charters need to define specfic
deliverables for a working group and the draft charter has to do with
"managing" and with possibilities.

	Until a firm set of hard deliverables -- for which the working
group is directly responsible -- become clear, I suggest that the
chartering be deferred.
