Jim -

Would it make sense to leave the IESG the flexibility of organizing
itself as it wants?  That would mean they could have one area director,
multiple co-directors, etc...  Basically, its their job to tell the
selection committee how many slots it needs filled (with the rule
being that they need to make sure that approximately half are filled
every year).

The provisos I would put in are:

	1) the area director has the ability to appoint a directorate.
	   Directorates serve at the area chair's pleasure and are
	   not "full" members.
	2) in the case of newly created "full" positions (e.g., a 
	   co-director) or some other vacancy, the IETF chair has
	   the power to appoint that position.  That position would
	   then be filled/refilled in the normal procedure at the
	   yearly selection.

Would this work?
