Eric,
the Internet Society didn't get formally started until CNRI, RARE and
EDUCOM agreed to undertake to organize it. The charter was signed
by representatives of the charter organizations December 16, 1991
and their commitment to provide resources made it possible to
take the next steps (offering individual memberships, seeking corporate
sponsorship in the form of founding and organizational memberships,
identifying an initial and much-expanded international board of trustees,
and so on).
