Hi Gary -- The IAB/IESG can initiate the changes you suggest any time
they wish, like right now, to be in effect on November 15, 1992.

They don't need our blessing to do it, so we have no need to discuss
them further here.

They could have been adopted before July, if the IAB/IESG had noticed
that we have a problem with timing and inter-level communications.

The fact that they have been developed here suggests that the IAB/IESG
have not been alert enough to figure these things out for themselves,
which is what brings us to the idea of doing something slightly more
radical which will more smoothly resolve these kinds of problems
without requiring the rabble to mount a mutiny in the ranks to deal
with such small matters.

As I read the situation, your proposal only treats some symptoms.
