    You misunderstood me.  I too share concerns about ISOC (and have said
so before).  However, I've largely been convinced that trying to fix it
from inside is the right thing -- and suspect others have too.  In such
situations, I prefer the brisk approach.  There's not a lot of plenary
time, and I'd prefer to spend it on more serious issues in the POISED report.
