There seemed to be a strong sentiment in the Thursday plenary for
leaving out the "must have attended n IETF meetings" part since
this would be unfair to those members (national, but especially
international) who for several reasons are unable to travel to
meetings, but who are nonetheless active and vocal "clued-in"
members of the community. It is unlikely that complete outsiders
would volunteer to serve on this committe anyway, so why not just
leave out the "thou shal not be an outsider"?
