2. NOMINATING COMMITTEE

Selection shall be by a nominating committee.  The nominating committee
is formed for a particular round of selections and then disbands.  This
is not a standing committee.

	how do we handle the situation where there is continuously one or
	more seats vacant?  is this not our history or is my perception
	incorrect that there is at least one IESG staffing change per month?
