Ok Craig -- I hear you, but I hold the opposite belief, that slipping
the consent for ISOC governance by the IETF without full discussion is
a very bad idea.  I believe it will come to haunt us in the future.

A core issue in this poised proceeding was triggered by a broad
feeling that the IETF governed had not given their consent to the
whole ISOC/IAB governance maneuver.

They still have not, while we now have claims that 

	      "we all just assumed it".

Well, I think it is nice that you all just assumed it, but I don't
think you have any kind of rough consensus on this issue.

This thing is all of a piece, and the current effort to dodge facing
the ISOC governance issues in IETF Plenary is very disquieting.  

It tells me that there is a real problem buried in here somewhere.

I am just calling the question.  We need to evaluate the consensus.

I don't see how you can seriously plan to run roughshod over it.
