Subject: Bulllets

I've prepared a series of bullets that try to extract the essential
elements of our plan into a series of very specific items. The
purpose of these bullets is to provide a mechanism to focus discussion
and determine where agreement lies (if any).

The document will be handed out Monday and Tuesday at the IETF.
For those of you who are not geographically colocated, you can FTP
