If these were spread out over the 3 IETF meetings, that would only
be a little over an hour at each.  This seems perfectly reasonable
to me out of an almost week long meeting (for most people).

I don't think this would be a good idea.  There is significant
turnover in the IETF and, if the talks are really a good idea,
then the new IETFers should hear from the old leaders.
