This draft addresses some, but not all, of the concerns raised by Mark Crispin. The concerns I did *not* address are: * Defining an "-ERR" greeting. On second thought, I realized that I could not justify this new feature as fixing something that is broken in the current protocol. * Adding a "capability" feature Again, I cannot justify this new feature as fixing something that is broken in the current protocol.
