Unless I get any reasonable objections, I will change the draft to
permit "-ERR" upon startup and to have the command/argument separator
be a single space.

I propose that the draft permit the server to close the connection
after returning an "-ERR" to the PASS or APOP commands.  Examples of
why a server would do this include:

  * too many failed authentication attempts
  * server has given up ability to log in as a different user, but was
    unable to enter TRANSACTION state.
