I think this is the best thing to do.

The only argument I've heard for the reverse is that it provides a measure
of protection if the client's disk goes belly-up.  My feeling is that disks
have lots of opportunities to go belly-up when you're NOT connected to a
POP server.  Thus, I think the number of users saved by a non-delete
behavior will be small.

I know that we've had a lot of user requests for our version of popper that
behaves this way.
