This closes the call for adoption, which very clearly passed. Florence: please create draft-ietf-pquip-pqt-hybrid-terminology-00.

Related to this draft: it seems like there is a lot of interest in hybrid classical-pqc mechanisms from European governments, but I suspect that they are not all talking about the same thing. Let's get this draft solidified soon so that they can compare what they mean.
