Huh? I didn't say there was something unclear in the charter; I also
didn't suggest making any changes to the charter.

There was a claim that making "any choices of PQ algorithms" was out of
PQUIP's scope. That phrase isn't in the charter, and I don't understand
concretely what this claim is supposed to mean, never mind the question
of whether it can be reconciled with what the charter says. For example:

   * The claim wasn't raised as an objection to a recommendation to
     "focus on the NIST algorithms". Is that not making a "choice"?

   * The claim also wasn't raised in response to the question of whether
     PQUIP should list FrodoKEM. Is that not making a "choice"?

I asked for clarification regarding the meaning of this claim. Given how
disruptive scope claims can be, I would expect the chairs (and the AD)
to put a high priority on ensuring clarity here.
