 I submitted just at the very last minute last friday a proposal for a BOF, described below. Credits to Dave Thaler for the name of the BOF (LUCID). My first proposal was RIP (Revision of IDNA and Precis).

Name: Locale-free UniCode? <http://trac.tools.ietf.org/bof/trac/wiki/UniCode> Identifiers (LUCID)
Description: IAB has recently issued a statement about issues found by the use of some class of code points in the IDNA protocol and also applies to any identifier. The IAB expects that the IETF investigate ways to address this problem. Work could be done in existing wg such as precis or elsewhere. The purpose of the BOF is to define a plan. 
Agenda: something like: 1) Problem statement and scope 2) possible ways to address the problem 3) next steps in IETF.
Status: WG Forming
