The basic problem is that emoji are not letters, but are symbols.  So
they don't have a normalization form.

I do hope UTC takes up this problem soon.  But I suspect your only
hope right now is to create a profile that permits emoji, while yet
noting that because of the lack of normalization rules you're going to
have troubles if you use them.
