Dear Privacy Pass Working Group,

Hello. I am Kosei Akama, a master's student at Keio University.
I am writing to express my interest in your work
and to share a project that may be beneficial for the Working Group.

Inspired by Privacy Pass, I have proposed a rate-limiter
named SeCure Rate Assuring Protocol with PrivacY (Scrappy).
Scrappy is secure: it resists timing correlation attacks and its key can be
stored in TPM.

I believe Scrappy could be particularly useful for the Working Group.
In particular, integrating Scrappy with BBS for Privacy Pass may provide
