So far there are several drafts working on control plane based MPLS-TP OAM provisioning mechanism. And provisioning of LI and LB are quite similar to those OAM provisionings. 

Though we have inband/NMS based LI LB in RFC6435, it would be useful to also have control plane based LI and LB.  The NMS based mechanism doesn't prevent doing that in the control plane. This is similar to other OAM configurations currently available in Target LDP for pseudowires. 

Any comment on draft-dong-pwe3-mpls-tp-li-lb-00 would be more than welcome.
