I'll also point out that HTTP/2 had some pretty extensive discussion of how it chose to profile TLS, the layer below it.  I don't think it's inappropriate for an application mapping to constrain how an implementation of that mapping *uses* the lower-level protocol; I do think it's inappropriate to constrain or discuss implementation of that protocol.

That said, there are probably places where we could be more formal about requiring the function (close connection), and letting the QUIC internals be informative (...which will trigger a QUIC CONNECTION_CLOSE frame in QUIC v1.)
