Previously this had been proposed as a way to think about it, and I think it's probably the right balance to strike. You don't work to hurt the client if they don't switch right away, they may have reasons for a slight delay there. A client knows that the request from the other side serves as fair warning that the CID may not work indefinitely. 

It's still up to the client to use RETIRE_CONNECTION_ID and all of the draining logic there still applies -- we don't need to reinvent additional signals for that.
