I think I prefer the semantics of retiring everything up to a stated offset.  That avoids messing with sequence numbers of sequence numbers, which just seems cleaner.  The field needn't be always present; the value can only advance, so if you've ever seen a value, you need to retire everything below that value.

Corner case to consider:  What if I've received CIDs 1,2,3,5,8 and I get a `RetirePriorTo`=7?  Do I need to retire 4 and 6 that haven't arrived yet, or do I need to retire them upon receipt?
