I don't understand the trial decryption argument.

An inherent property of zero length is that I must trial decrypt any pkt with unknown connection id, so the existence of non-zero-length IDs is orthogonal to this point.

If I have a ZL and non ZL CID, on every packet I do a simple byte compare to check which it is, then decrypt. No trial decryption required.
