That's basically what I was going for.  But the contents of the initial packet are already version-dependent, and would lock in a lot of details that we may want to vary in future versions.  So we need to leave the packet payload in the hand of the specific version.

What I attempted to do was just take the list of things that can't change between versions and lift those into the separate doc.
