You're still building the new/retire machinery inside this proposal, because it's needed and existing streams don't have that concept.  So you have those messages *inside* a stream-like structure.  I'm having trouble seeing what this actually makes simpler; I think having frames that affect state is a more natural fit to how QUIC works.
