I think shortage is not quite specific enough. To me, that might mean "I only have 5 available" which I don't believe is the intent? How about "The STREAMS_BLOCKED frame ({{frame-streams-blocked}}) signals that a new stream could not be created. Implementations can use this as a signal to the peer to send a MAX_STREAMS frame with a larger limit."
