I currently see 4 options:
 1) Do nothing and assume there are some implementation specific edge cases that are going to go fairly sideways, but they're unlikely to cause user visible issues.
 2) Move GOAWAY to transport and have it include uni and bidi.
 3) Add a max push id to the existing GOAWAY
 4) Add a new frame for push.

I'm ok with 1 and 2, and would be hesitant to pursue 3 or 4.
