I agree with @kazuho. If we want to close the connection (which I still think we shouldn't mandate but I think we can allow) then we should use stateless resets, mandate each CID has a distinct reset token, and mandate that endpoints ignore reset tokens for CIDs they have retired. That'll prevent an attacker from closing the connection by delaying a packet.
