@ianswett, consider how an endpoint might distinguish between a short header with a zero-length connection ID and a packet with a non-zero-length connection ID. If the need to do trial decryption doesn't bother you (it is after all self-inflicted) then we can maybe allow a transition between the two, but I think that was the primary reason.
