@MikeBishop I think you need to retire 4 and 6 immediately.

Overall, I think this proposal is nice.  At the cost of a single varint, we achieve clearer connection ID management semantics and the ability to retire CIDs proactively.  I can see this being pretty useful.

One note is that this means a client really has to support changing CIDs, whereas at the moment a client could support it during the handshake and never again.  I don't think that's overly onerous, but it's worth pointing out and may be a pro or a con depending upon one's perspective.
