Yes, 6.3.2

If you have inflight bytes, you'd like to remove them eventually.  The recovery document uses the PTO timer to do that.  I would not be comfortable not including PATH_RESPONSE in bytes in flight and I'm not comfortable saying you don't have to worry about removing those bytes, hence the existing text in recovery.
