I don't know if this is worth addressing here, but this doesn't explicitly acknowledge the hop-by-hop nature of this limit.  That's a big part of why this is so terrible a setting.  Each endpoint advises only of the limits that it is aware of, and is not obligated to propagate limits that might apply to messages that might be forwarded to other entities.  And endpoints might choose to forward messages even knowing that they will exceed limits.
