I also don't understand exactly the purpose of the source id: Is it a) for the ending endpoint to make sense of ICMP, or b) do you expect ICMP to be routed based on the QUIC headers? If it is a), why would you not want the source ID to be authenticated? I could see some interesting attacks sending bogus ICMP packets to manipulate the connection.
