I think this would be the logical outcome, even though I am not sure I like the complexity.

At the moment, minimum packet size is calculated like: 1 + len(dcid) + 4 + len(aead_tag). Changing this to 1 + max(len(dcid), len(scid)) + 4 + len(aead_tag) is not _that_ difficult.
