@martinthomson I was previously finding the text confusing and potentially contradictory.

When I read it all at once, I believe I understand the intent, but hopefully this change makes each portion clearer and less dependent upon adjacent sections.

There's probably a bit more worth doing, but at some point I'm willing to call it good enough.
