I have implemented this algorithm based on  the pseudocode in #4010. As I said in https://github.com/quicwg/base-drafts/pull/4010#issuecomment-678469958, it was not difficult for Haskell quic to implement this since the data structure was able to be reused. However, I'm not sure if it is easy to implement this algorithm for all implementations and benefits outweighs its complexity.
