A CID from NEW_CONNECTION_ID might also be used to reduce linkability following an idle period, and if non-ZLCID to ZLCID transition were permitted, it might also be used for a client to explicitly opt-out of support for migration in exchange for reduced overhead. Initiating a migration with a ZLCID doesn't make sense, but these other cases seems reasonable to me.
