The more I think about this problem, the more pointless it seems to send a stateless reset, especially one that should explicitly be ignored, and one which the sender already knows will have that effect.

It's not like that implementation that receives a stateless reset will say "oh bummer, I forgot, I better hurry up!". No, either it is not implemented, or more time is required.

A reset just becomes another way of retransmitting a NEW CID frame with a prior to field.

So ultimately I think @DavidSchinazi is right in stating "a Should that is not enforced".
