A CID is a cookie that can simplify tracking compared to a translated 5-tuple that depends on hidden routing table state. A CID could also suggest that migration is suddenly undertaken even if not permitted. These are both weak arguments, but it is easier to be fooled when the CID come and go if you do not check everything carefully.
