To restate my suggestion, above, I'd suggest:
 1) Retry can change Initial CID - Presumably that's the point of Retry?
 2) Initial can change Handshake CID
 3) Handshake can change initial 1RTT CID
 4) ORTT only changes as a result of Retry

 That provides consistency per packet type, with the exception of Retry.  Maybe we'd prefer Retry doesn't change the CID, of Initial and 0RTT, but if that's true, it seems like we should change the design of Retry?
