@martinduke Here's an example.

The server has two connections; A (using client address IPaddr<sub>A</sub>) and  B (using address IPaddr<sub>B</sub>). The server issues zero-length CIDs to both of the connections.

Then, when the server receives a short header packet from IPaddr<sub>C</sub> (due to either A or B migrating a new address), the server cannot tell if the packet belongs to connection A or connection B without trial decryption.
