I was thinking about IP TTL when creating this issue originally, but each reset is new packet origin, so it won't affect TTL, at least not unless you specifically construct the IP header that way, and that isn't very practical for a general purpose implementation. The reset packet could have an explicit TTL - but that would expose it. Actually, doing it at IP level would also somewhat expose it.
I still don't understand why the reset needs to be secret.
