I think the use case I'm not sure it compelling is the one where we only want to drain one type of stream, but no the other.  My model of GOAWAY is that it's used for graceful shutdown, and I agree that could be useful on either side(moreso for non-HTTP applications, but maybe with WebTransport?).  I have a hard time thinking of an application where graceful shutdown requires continued creation of one of the stream types, but they may exist.
