And what happens here is covered by those -- the client cannot send any more requests.  If we add anything, I think it would simply be text stating that GOAWAY cannot be (and need not be) sent if all client-initiated bidirectional streams have been used.

And as Lucas noted initially, there's the lingering issue that the QUIC frame got renamed and HTTP hasn't updated.
