Immediate is a little strong.  There are valid implementation reasons that an "immediate" switch might not be possible -- or at least impossible to guarantee.  The immediacy guarantees are that when the implementation sends RETIRE, it has completed whatever is needed to ensure everything is done.  An ACK doesn't logically carry the same guarantees -- it just guarantees that the consumer knows about the request.

It can be mandatory for the client to retire the CID, enforced by permitting the issuer to kill the connection if it's not done soon enough, but mandatory *immediate* retirement probably doesn't work.
