@gorryfair: [Section 6.9]( in the recovery draft covers the general case of an under-utilized cwnd, which applies here. The same bursting can happen with a bursty app as well, but we've said it all in one place -- in that section of the recovery draft. I think that section could use some editing work (which I'll take on separately), but we've already said there that it applies to flow control. I think that ought to cover the pacing concern.
