If I'm reading correctly, the preceding two sentences describe how to detect if ECN bits have been set to 0.  Detecting remarking would indicate to me that you can also detect a bit that was 0 set to 1, but the next paragraph explains why it's ok for the counts to be larger than expected.

That being said, it sounds like people like the word 'remarked' when talking about ECN, so I'm fine to keep it as is.
